Can parents travel freely with kids post divorce? Or do they need “permission” from the other parent?

Generally speaking, I believe that unless there is some special clause in their custodial agreement that requires him to get her permission a parent does not need to seek the custodial parent’s permission. After all, these are the noncustodial parent’s children as well.
